God has full control of our thoughts and our actions. 

We do not have sins on our thoughs except when we utter it out or act on it. 

Since God has full control over man there is no action humans will take without first obtaining the approval from God. 

Most times God only allow our negative action to go on only as a reminder that life is both good and bad. But even when he allows the bad to happen it is only for our good. 

There is a reason for everything, that is only best understood by God almighty.
